Sam Bowman


Sam helps clients adopt a creative approach to addressing the regulatory and political risks they face. He is particularly experienced in advising businesses facing emerging or unconventional challenges associated with the innovative use of technology.

As well as advising Fingleton’s corporate clients on matters including market studies and mergers, Sam provides expert public policy insight and analysis. He has led several industry reviews for Fingleton, including on Open Banking and open data in the energy market.

Sam is a Senior Fellow of the Adam Smith Institute, a Non-Executive Director of the drug policy think tank Volteface, and Founder of the Entrepreneurs Network. He was previously Executive Director of the Adam Smith Institute, an economic policy think tank in Westminster.

Sam joined Fingleton in 2018 and is a Principal.
