Fingleton extends advisory capability with key hires

Regulatory leaders Paul Smith and Chris Hemsley confirmed as directors

London, 4 June 2024: We are pleased to announce that Paul Smith and Chris Hemsley are joining our fast-growing team as directors. Paul was recently co-head of the Civil Aviation Authority (CAA) and will join this month. Chris is currently Managing Director at the Payment Systems Regulator (PSR) and will join in the autumn. Their appointments reflect Fingleton's commitment to helping business leaders in core industry sectors at a time of increasing regulatory uncertainty and complexity. 

Paul was on the CAA Board for six years. His considerable regulatory experience extends beyond aviation to the UK payments and Australian / UK energy markets. Paul is experienced in shaping regulatory policy and working closely with key stakeholders globally, including in government, regulatory authorities and industry. 

Chris was appointed PSR Managing Director for a five year term commencing September 2019. As well as heading up the PSR (and Executive Director on the Board), Chris’ extensive experience working for UK regulators includes previous roles as Chief Economist at the Office of Rail and Road and as a Director at the CAA. Chris is also CEO of the UK Regulators Network, which facilitates cooperation and joint working across its membership of 18 UK regulators.

These latest hires complement the impressive list of experts within the Fingleton team who have held senior roles at regulators. Dermot Nolan, former CEO of Ofgem (the UK energy regulator) is a Senior Advisor. Recent joiners include Andrea Gomes da Silva (formerly Executive Director Markets and Mergers at the CMA), Timothy Geer, (former Director of Mergers at the CMA), Natalie Timan (formerly Head of Strategy and Intelligence and Exco member at the Payments System Regulator, and Director of Economics at the CMA), and Stephanie Canet (former Director of Markets at the CMA).
