Paul draws on his extensive experience as a regulatory leader and consultant to help stakeholders in regulated businesses successfully navigate strategic regulatory challenges. He works with leaders of and investors in regulated businesses, providing insights into how regulators think and how best to drive positive momentum.
Paul has over 20 years’ experience working within multi-jurisdictional regulators across a number of sectors, including energy, aviation, payments and post. He joined Fingleton from the Civil Aviation Authority (CAA) where he was a board member, the Director of the Consumers and Markets Group, and interim CEO. While at the CAA he led the economic regulation of Heathrow, Gatwick and NATS, including leading the team that delivered Heathrow’s latest price control, H7, and subsequent successful outcome of appeals. Paul was formerly Chief Executive of the Australian Energy Market Commission, where he worked closely with government ministers and companies across Australia and developed significant regulatory changes for Australia’s energy markets. He has also been Head of Policy and Regulatory Strategy at the Payment Systems Regulator (PSR) where he led market reviews and policy initiatives to make the payments sector more focused on consumer needs. Previously held positions at Ofgem, PostComm and CEPA.
Paul joined Fingleton as a Director in 2024.
