Timothy helps businesses anticipate and navigate regulatory intervention, particularly in mergers and acquisitions. He draws on his wealth of experience working on complex investigations within the Competition and Markets Authority (CMA) to ensure businesses receive the right advice at the right time. Timothy’s insights help business leaders better navigate regulatory processes and engage effectively with the CMA for maximum impact. 

As Director of Mergers at the CMA for over seven years, Timothy led inquiries on a number of complex and high profile Phase 1 and 2 merger cases across a range of sectors including technology, utilities and retail. While at the CMA he also led reforms to the Phase 2 mergers process and revisions to the Mergers Assessment Guidelines. Timothy was also formerly Senior Inquiries Lead at NHS Improvement, the independent regulator responsible for all NHS trusts and foundations. 

Timothy joined Fingleton as a Director in 2024.
