Chris is a highly experienced regulatory leader. He draws on this expertise to help businesses navigate critical regulatory challenges, optimise their engagement with regulators and be more successful. 

Chris’ expertise in regulatory decision-making is founded on over 20 years’ experience working for UK regulators and the government. He most recently headed up the Payment Systems Regulator (PSR) and was the Executive Director on the Board. Over a six year period, Chris established the PSR’s strategy, and delivered significant reforms to promote competition in payments, support open banking and improve fraud prevention. He also oversaw significant market investigations, including into cartels and market conduct such as card fees. 

Chris’ experience extends beyond payments. Previous roles include Chief Economist at the Office of Rail and Road and Director of Consumers and Markets at the Civil Aviation Authority. He led the delivery of the ‘CfD’ renewables support scheme while at the Department of Energy and Climate Change and oversaw wholesale market conduct at Ofgem.

Chris was also the CEO of the UK Regulators Network, which facilitates cooperation and joint working across its membership of 18 UK regulators.

Chris joined Fingleton as a Director in November 2024.
